Article Processing Charges

 

Journal of Mechatronics, Electrical Power, and Vehicular Technology (MEV) is a fully open access journal. All articles published in MEV are made freely and permanently accessible online for readers worldwide.

To support the sustainability of this open access publishing model and to maintain the quality of editorial and production services, MEV applies an Article Processing Charge (APC) to accepted manuscripts.

The APC supports editorial triage and manuscript assessment, peer-review administration, editorial handling, copyediting, layout editing, language and figure quality checks, proofreading, quality control, journal administration and development, indexing, archiving, and digital preservation. 

APC Amount

The APC for publication in MEV is:

USD 250 for manuscripts whose corresponding author’s primary affiliation is outside Indonesia.

IDR 4,250,000 for manuscripts whose corresponding author’s primary affiliation is in Indonesia.

The applicable rate is determined by the corresponding author’s primary affiliation at the time of initial submission.

Effective Date and Scope

This APC policy applies to all manuscripts submitted on or after 4 September 2026.

Manuscripts submitted before 4 September 2026 are not subject to APC, even if they are accepted after that date.

Accordingly, this policy applies only to new submissions received on or after the effective date.  

When APC Is Charged

MEV does not charge any fee at the time of submission.

MEV does not charge any fee during peer review.

The APC is charged only if the manuscript is accepted for publication.

After acceptance, an invoice will be issued to the corresponding author or the designated paying party. Payment must be completed before the copyediting stage begins.  

Author Confirmation Before Peer Review

For manuscripts submitted on or after 4 September 2026, authors must confirm before peer review that they understand and accept the APC policy. A manuscript will not proceed to peer review until this confirmation has been received.

Authors will also be asked to provide information on the party that will be responsible for APC payment, such as the author, institution, sponsor, or funding body.

This confirmation is intended to ensure transparency and to avoid misunderstandings after editorial acceptance.  

Responsibility for Payment

The APC is normally payable by the corresponding author, but payment may also be made by the author’s institution, research sponsor, funding body, collaborating event, or other supporting party.

Authors are encouraged to ensure that APC funding arrangements are clear before submission.  

Waiver and Discount Policy

MEV is committed to supporting equitable participation in scholarly publishing. A waiver and discount scheme will be introduced for selected categories, including:

  • authors from low-income countries;
  • active reviewers of MEV;
  • invited papers;
  • papers arising from international research collaboration;
  • authors affiliated with partner institutions or partner events.

Further details regarding eligibility, scope, and application procedures for waivers and discounts will be detailed separately.  

Payment Process

An invoice will be issued only after the manuscript has been formally accepted.

Payment must be completed before copyediting starts. Failure to complete payment may delay the production and publication process.

Detailed payment instructions, including the available payment method(s), will be provided together with the invoice.

Refund Policy

APC payments are generally non-refundable once copyediting or another production process has begun. Refunds may be issued in cases of duplicate or erroneous payment, or when MEV is unable to proceed with publication for reasons attributable to the journal. Author-initiated withdrawal after production has begun does not normally qualify for a refund

Refund requests, if any, will be evaluated on a case-by-case basis by the journal.  

Editorial Independence

Payment of the APC has no influence on editorial decisions.

All manuscripts submitted to MEV are evaluated solely on the basis of their academic merit, scientific quality, originality, and relevance to the journal’s scope.

Editorial decisions are made independently of any financial consideration.  

Transparency and Good Publishing Practice

MEV is committed to transparency and good publishing practice in the implementation of its APC policy. The journal maintains a clear separation between editorial evaluation and financial administration.

The introduction of APC is intended to support the long-term sustainability of MEV as a full open access journal and to maintain the quality, accessibility, and preservation of the articles it publishes.
